Kim Campbell as Director System Design with Homes NSW is driving reform to create a more person-centred homelessness and housing support system across New South Wales. With extensive experience in social policy, service system reform and cross-government collaboration, Kim leads complex initiatives focused on improving outcomes for people experiencing homelessness and housing insecurity.
Kim’s team, guided by the NSW Homelessness Strategy 2025, is exploring how government can take greater responsibility for coordinating access to housing and support services. Her work examines the structures, governance arrangements and decision-making processes needed to ensure that system responses are guided by the needs, priorities and circumstances of individuals and families, rather than by organisational boundaries.
Kim's work is focused on strengthening coordination across government and addressing gaps that can emerge between agencies and systems. She is committed to embedding lived experience leadership in policy design and implementation, recognising that meaningful reform must be shaped by the people most affected by it.
After years of doing the doing, from youth work on the street, to managing public housing in regional NSW, Kim is passionate about building more responsive, accountable and effective systems that improve housing stability and support long-term wellbeing for vulnerable communities.
