Kelly Hunter is the Executive Director, Homelessness and Emergency Management with the Northern Territory Government’s Department of Children and Families. She brings extensive leadership experience across government, community services, and national housing, property development, construction, and tenancy operations.
Kelly led the development of the Northern Territory Homelessness Strategy 2025–2030, informed by extensive consultation with the homelessness sector and people with lived experience. In her current role, she leads the Territory’s homelessness strategic agenda, including delivery of the current Strategy, future strategy development, service-system reform, and strategic commissioning, together with the Department’s emergency management function.
Throughout her career, Kelly has focused on strengthening partnerships, improving service systems, and achieving better outcomes for people experiencing homelessness and disadvantage. She is committed to practical, collaborative, and place-based approaches that recognise the cultures and strengths of Aboriginal people and respond to the diverse needs of Territorians across urban, regional, and remote communities.
